Fils d'un négociant. Aide-libraire à Mannheim et Ulm (1770-1776). Commis de la librairie-imprimerie Haller à Berne à partir de 1778. H. déploya à Berne - parfois aussi à Bienne et Lausanne - une vive activité de publiciste, spécialement dans le domaine historico-politique et en critique littéraire. Il devint directeur de la Société typographique de Berne dans les années 1790. Expulsé de Berne en 1798 en raison de ses opinions révolutionnaires, il essaya sans succès de revenir dans sa patrie en Allemagne, séjourna quelque temps à Paris, puis revint à Berne. H. comptait parmi les auteurs prolixes typiques de la fin du siècle des Lumières. Son pamphlet Appel an meine Nation über Aufklärung und Aufklärer (1795), prenant pour cible le rationalisme du cercle philosophique de Berlin groupé autour de Christoph Friedrich Nicolai, est un témoignage important sur l'histoire de la librairie et des lecteurs allemands de la fin du XVIIIe s.
